I assume you mean you read 124-VAC at your newly wired 30-Amp receptacle? without any information about your camper, I have to admit that I have no idea what a"Utility Control breaker" might be but, of it smoked then it should be replaced.
People often have a home 30-Amp receptacle wired up that doesn't use the right physical receptacle to match a standard RV external power cable. Check this first.
Also, when you use a house 20-Amp receptacle and then use a cheater adapter to your 30-Amp external power cable, it must be a cheater that is wired properly to match the 20-Amp lines to the right 30-Amp lines.
THEN, check your GFCI receptacle in your RV as it has probably Kicked OFF.
THEN, check your Converter which operates on 110-VAC and keeps the COACH batteries charged, which in turn powers (12-VDC) the internal lights, as well as the RVs power control panel, and several other internal equipments.
